Around 01:26, I heard that [chuugoku no dentouteki na....] in Japanese.
That means [Chinese traditional way...] (Iwata Gaku)

I listened to your clip and checked the program of NHK2 at 1358 UTC.
As you said so, the time pips isn't that of NHK.
The program of this time is "Everyday Chinese lesson".
And as I think it is rare case, the program ends at 1405.
(Usually the program of NHK ends "on the hour")
So there was no time pips on 1400.
Though the condition was not good, the language was without no doubt
Japanese.
And program seems to be a Chinese lesson.
So I think the station you heared must be NHK Akita.
